Carilec CEO & Leadership Conference in St. Lucia

Mark Lowry spoke on May 24th at the Caribbean Electric Utility Services Corporation CEOs & Leadership Conference in Saint Lucia. He discussed his experience with Alternative Regulation in Hawaii and how alternatives to traditional rate regulation have been adopted to address challenges such as slow demand growth and rapidly increasing reliance on renewable generation resources in the Aloha State. Hawaiian law has mandated an increasing role for performance based regulation ("PBR") for electric utilities. Dr. Lowry has for many years advised the Hawaiian Electric companies on PBR issues.
