Energy Utility Basics Course at Wisconsin Public Utility Institute

Dr. Mark Newton Lowry, President of PEG gave a presentation on performance-based regulation (“PBR”) October 5th at the Energy Utility Basics Course of the Wisconsin Public Utility Institute. He explained why PBR is a popular alternative to traditional cost of service regulation under contemporary utility operating conditions. The four basic approaches to PBR (revenue decoupling, performance incentive mechanisms, multiyear rate plans, and special incentives for underused inputs) were detailed. “Utility of the future challenges” were emphasized.
