PBR for British Columbia

Pacific Economics Group is advising the British Columbia Utilities Commission on performance-based regulation ("PBR") for BC Hydro, a large vertically integrated electric utility owned by the BC government. Our white paper on basic features of PBR and possible applications to BC Hydro can be found here. A PBR workshop in Vancouver was held on September 8th. Dr. Lowry is leading the project.
