PIMs and Other PBR Tools Can Encourage Cost-Effective Resilience

Mark Newton Lowry spoke on "PBR for Distribution System Resiliency" at a virtual meeting of NARUC's Performance-Based Regulation State Working Group. The topic of the meeting was Performance Incentive Mechanisms (PIMs) for Resilience. Dr. Lowry's presentation is accessible HERE. He described PBR as an implement in a toolbox for regulating resilience that also includes traditional rate cases and grid planning. Various approaches to PBR can encourage better resilience. In addition to PIMs, these approaches include special incentives for underused inputs and strategies. Challenges in the design of PIMs for resilience were explained.
