Presentation on Performance-Based Regulation

Dr. Mark Newton Lowry, President of Pacific Economics Group Research, spoke November 13 at a conference of the Organization of Caribbean Utility Regulators on Anguilla in the British West Indies. The topic of his talk was Performance-Based Regulation ("PBR") for Hawaiian Electric Utilities. Hawaii's utilities face many of the same challenges that utilities in the Caribbean basin face, including a transition to greater reliance on renewable resources such as solar energy. The state of Hawaii is committed to the use of PBR to meet these challenges. Dr. Lowry explained key PBR tools and their potential use in Caribbean regulation. He has for many years advised the Hawaiian Electric companies on PBR issues.
