Hawaii PBR Decision

The Hawaii Public Utilities Commission issued a final decision in December in its lengthy proceeding to upgrade performance-based regulation for the Hawaiian Electric Companies. The new regulatory system will feature a multiyear rate plan with an indexed revenue cap, targeted performance incentive mechanisms, and innovative pilot programs. PEG President Mark Newton Lowry was a witness for the Companies in the proceeding and participated in several workshops.
