Commission Greenlights Expanded PBR Role

Colorado’s PUC issued a positive report, available here, on performance-based regulation in late November, stating that

Going forward, the Commission clearly sees value in the use of PBR as another key “tool in the toolbox” of the regulatory process. The rapidly changing utility and regulatory landscape will certainly provide ample opportunity for the use of well-designed and effective PBR programs. . . It will be our intent to aggressively explore these opportunities in future proceedings.

PEG President Mark Lowry spoke at a Commissioners' Information Meeting in August 2020 and prepared a report and presentation that the Commission cited as key PBR references. Dr. Lowry's presentation on Incentivizing and Measuring Utility Cost Efficiency can be accessed here.
