Performance-based regulation (“PBR”) and other forms of alternative regulation (“Altreg”) were hot topics at courses and conferences about energy utility regulation in the second half of 2022. Mark Newton Lowry taught the Altreg segment and the Regulatory Strategy workshop at the Edison Electric Institute (“EEI”) Electric Rates Course July 24-27 at the University of Wisconsin in Madison. On August 11, he taught a session on Altreg at the Fundamentals Course of the Michigan State University Institute of Public Utilities. Dr. Lowry spoke on PBR at an EEI Rate Committee meeting in Pittsburgh September 20 and at the Energy Utilities Basic Course of the Wisconsin Public Utilities Institute on October 5 in Madison.
