The term Alternative Regulation ("Altreg") encompasses a wide range of alternatives to the traditional Cost of Service ("COS") approach to utility regulation, where base rates are reset only in occasional rate cases using historical test years. 

Our strengths include services, such as benchmarking and price control regulation, that play a central role in overseas regulation. This has given our practice a significant international orientation. We have undertaken projects in more than a dozen countries around the world and are particularly active in Australia and Canada.

Our headquarters is in Madison. The capital of Wisconsin and a growing tech hub, Madison is also the home of the University of Wisconsin, a world-class center of economic research. Most of our Madison employees were trained at UW. The city is located between four lakes about 130 miles northwest of Chicago. Our offices overlook Capital Square near State Street in the vibrant downtown area.
